Licensing Model

VERA is licensed as a governance verification artifact, not a service.

The license applies to a specific, version-locked artifact that has been independently evaluated by the buyer.
VERA does not operate in production systems and does not provide runtime functionality.

There is:

  • no subscription software

  • no runtime access

  • no background execution

  • no ongoing vendor dependency

Pricing & Governance Continuity

Initial License — $100,000 (one-time)

The initial license grants perpetual internal use of the evaluated artifact version, including:

  • deterministic governance evaluation logic

  • canonical scenarios and reference receipts

  • Device-B replay and verification tooling

  • evidence generation for audit, board, and regulatory review

The license applies only to the evaluated version and its associated manifest and evidence.

Annual Governance Continuity Renewal — $50,000 (optional)

The annual renewal maintains ongoing governance relevance by providing access to:

  • newly evaluated artifact releases

  • updated governance and regulatory alignment documentation

  • continued reliance rights for audit and legal contexts

Organizations may continue using any licensed version indefinitely.
Renewal is required only to maintain governance posture as standards and expectations evolve.

Renewal is optional and never implied.

When Licensing Occurs

Licensing occurs only after evaluation.

The buyer:

  • evaluates the artifact

  • reviews the generated evidence

  • makes an independent accept or reject decision

No acceptance → no license
No acceptance → no payment obligation

Acceptance is an objective outcome based on verification results, not a service milestone.

What the License Grants

If accepted, the license grants:

  • rights to the evaluated artifact version

  • internal evaluation and reference usage

  • retention and use of generated governance evidence

The license does not grant:

  • runtime services or enforcement

  • future updates without renewal

  • monitoring or operational guarantees

  • access to vendor infrastructure

If the Artifact Is Rejected

If VERA does not meet expectations:

  • the evaluation concludes

  • no license is required

  • no ongoing obligation exists

Rejection is an expected and valid outcome.

Scope Boundaries

The license does not imply:

  • governance enforcement

  • production correctness guarantees

  • behavior outside evaluated conditions

  • future system compliance

All claims remain narrow, explicit, and provable.

Summary
