What VERA Is
VERA is a governance-only verification artifact that evaluates and verifies deterministic decision boundaries around AI actions. It provides a formal structure for evaluating whether a proposed AI action would be allowed to proceed, must refuse, or requires explicit human recommit—based on explicit rules, current context, and immutable constraints. At its core, VERA introduces a missing primitive in AI systems:
